The automobile industry is a strategic and pillar industry of the national economy. In order to further invigorate automobile circulation, expand automobile consumption, and help stabilize the economic fundamentals andTo ensure the improvement of people's livelihood, with the consent of the State Council, the relevant matters are hereby notified as follows:

1. Support the purchase and use of new energy vehicles

(1) Promote free circulation across regions and eliminate local protections in the new energy vehicle market. Regions are not allowed to set local new energy vehicle model registration catalogs, and are not allowed to set unreasonable vehicle parameter indicators for new energy vehicle product sales and consumption subsidies.

(2) Support new energy vehiclesConsumption, study the issue of extension of the vehicle purchase tax exemption policy for new energy vehicles after expiration. Carry out in-depth activities for new energy vehicles to go to the countryside, encourage qualified places to introduce support policies for going to the countryside, guide enterprises to increase preferential activities, and promote the consumption and use of new energy vehicles in rural areas.

(3) Actively support the construction of charging facilities, accelerate the construction of charging facilities such as residential communities, parking lots, gas stations, highway service areas, passenger and freight hubs, and guide the operation of charging pilesPrivate enterprises should appropriately reduce charging service fees.

Second, accelerate the activation of the second-hand car market

(4) Remove unreasonable restrictions on second-hand car distribution, and make it clear that enterprises whose registered residence and business premises are outside the second-hand car trading market can carry out second-hand car sales. For enterprises engaged in new car sales and second-hand car sales, the business scope shall be uniformly registered as "car sales" and shall be carried out in accordance with relevant regulations.Filing. Filing companies should truthfully fill in business content and other information, and the commerce department should promptly push the filing company information to the public security organs and taxation departments. Starting from October 1, 2022, if registered car sales companies purchase second-hand cars from natural persons, the company is allowed to reversely issue a unified invoice for used car sales and use this to handle transfer registration procedures.

(5) Promote the commercial circulation of used cars and clarify that car sales companies should follow the national unified accounting systemdegree, second-hand cars purchased and used for sale will be accounted for in accordance with the "inventory goods" account. From October 1, 2022, when registered car sales companies apply for transfer registration of small non-operating second-hand cars, the public security organs will implement separate endorsement management and issue temporary license plates. For cities with car purchase restrictions, it is clear that second-hand cars purchased by car sales companies and used for sale do not occupy license plates.

(6) Support second-hand carsWith the large-scale development of car circulation, all regions have strictly implemented the policy of comprehensively canceling the relocation restrictions of second-hand cars. Starting from August 1, 2022, the relocation restrictions on small non-operating second-hand cars that meet the National V emission standards will be lifted nationwide (including the key areas for air pollution prevention and control specified by the country) to promote the free circulation of second-hand cars and the cross-regional operation of enterprises. From January 1, 2023, natural persons will be required to sell 3 or more second-hand cars that have been held for less than 1 year in a natural year.Car sales companies, second-hand car trading markets, auction companies, etc. are not allowed to issue unified invoices for second-hand car sales and are not allowed to handle transaction registration procedures. Relevant departments will handle it in accordance with regulations. Public security agencies and taxation departments share verification information, and taxation departments make full use of shared information to provide information support for relevant companies to issue invoices.

Three, promote the consumption of new cars

(7) Encourage all localities to comprehensively use economic, technological and other means to promote old carsVehicles are withdrawn, and regions with conditions can carry out trade-in of old vehicles to speed up the elimination and renewal of old vehicles.

(8) Improve the scrapped motor vehicle recycling system and support qualified enterprises to obtain scrapped motor vehicle recycling qualifications. For enterprises that have obtained qualifications before the implementation of the "Detailed Rules for the Implementation of Scrapped Motor Vehicle Recycling Management Measures", if they are unable to re-complete the qualification certification as scheduled due to the impact of the new coronavirus epidemic, it can be postponed to March 1, 2023. Increase the supervision of scrapped motor vehiclesStrengthen the support for land use for construction projects of motor vehicle recycling enterprises. In principle, the land used for enterprise construction projects should be industrial land. Enterprises that have obtained scrapped motor vehicle recycling qualifications and projects under construction that have obtained land use approval or construction project planning permission within 3 months after the issuance of this document will use the land according to the determined purpose.

Four. Promote the sustained and healthy development of parallel imports of automobiles

(9) Support the development of parallel automobile imports in complete vehicle import port areasFor import business, after the provincial people's government approves the automobile parallel import work plan and reports it to the Ministry of Commerce for record, the automobile import port can carry out automobile parallel import business. Improve the compulsory product certification and information disclosure system for parallel imported automobiles, allow enterprises to make commitments for imported models to continue to comply with the National VI emission standards, and continue to implement relevant policy requirements for on-board diagnostic system (OBD) testing and data information of parallel imported automobiles in the environmental information disclosure link.

5. Optimize the car usage environment

(10) Promote the construction of urban parking facilities, effectively improve the effective supply level of urban parking facilities, accelerate the application of new technologies and new models, and promote parking resource sharing and supply-demand matching. New residential areas will construct parking facilities in strict accordance with urban parking planning and complete residential community construction standards. Combined with urban renewal actions such as the renovation of old urban communities, actively expand new parking facilities. Make rational use of civil air defense projects and park green spaces.Underground spaces, etc., tap the potential to build additional parking facilities. All localities must improve parking charging policies, strengthen financial and land policy support, and increase the use of local debt to support the construction of qualified parking facilities.

(11) Develop automobile cultural tourism and other consumption, support the construction and operation of motor sports events, automobile self-driving sports camps and other projects in terms of land use, study and formulate the conditions for the identification of traditional classic vehicles, and promote the display, collection, trading, events and other traditional classic car-related productsindustry and the development of automobile culture.

6. Enrich automobile financial services

(12) Encourage financial institutions to reasonably determine down payment ratios, loan interest rates, and repayment periods under the premise of legal compliance and controllable risks, and increase credit support for automobile consumption. Develop automobile financing leasing in an orderly manner, encourage automobile production companies, sales companies, and financial leasing companies to strengthen cooperation and increase the supply of financial services.
