In order to reduce customs clearance costs for enterprises, since September 2017, enterprise group financial company guarantees have been piloted in some customs as one of the customs' diversified tax guarantee methods. In order to furtherIn order to further optimize the port business environment and enhance the level of cross-border trade facilitation, the General Administration of Customs has decided to promote enterprise group financial company guarantees. The relevant matters are now announced as follows:

First, enterprise group financial company guarantees refer to member units within an enterprise group (hereinafter referred to as member units) using the tax guarantee letter of guarantee issued by their group financial company to apply to the customs for guarantee procedures.

Enterprise group financial companies and member units shall be in accordance with the issued by the China Banking and Insurance Regulatory Commission.Financial Company Management Measures > Confirmed.

Second, if an enterprise group financial company applies to carry out enterprise group financial company guarantee business, it should submit a written application to the customs directly under the place of industrial and commercial registration, providing company qualifications, business scope and other materials. Customs diversified tax guarantee business can only be carried out after approval by the direct customs.

Enterprise group financial companies that have participated in the pilot are deemed to have been approved, and the list is in the attachment.

Third, after reviewThe enterprise group financial company that has been approved can issue a national tax guarantee letter of guarantee for its member units in accordance with the requirements of the General Administration of Customs Announcement No. 100 of 2021.

Fourth, the enterprise group financial company refuses to perform its guarantee obligationsIf the customs refuses to cooperate with the customs in tax collection and administration or has doubts about its solvency, the customs may stop the guarantee business of the financial company of the enterprise group.

This announcement shall come into effect from the date of issuance.
