Work plan on vigorously implementing work-for-relief in key engineering projects to promote local people’s employment and income increase

Work-for-relief is to promote the people’s nearby employment and increase income, and improve laborIt is an important policy to implement manual skills, which can provide large-scale employment positions for the masses, especially migrant workers and those who have been lifted out of poverty. It is an important way to improve the income distribution system and support the people to increase their income and create a happy life through labor. Key engineering projects have large investment scales, wide benefit areas, strong driving effects, and huge employment potential for local people. They are an important step in the implementation of relief for work.Vigorously implementing work-for-relief in key engineering projects is not only an important measure to promote effective investment, stabilize employment and people's livelihood, stimulate consumption in counties, and stabilize the economic market, but also an effective means to promote the people to share the fruits of reform and development and improve the quality of workers. We must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, be complete, accurate, and comprehensiveComprehensively implement the new development concept, coordinate development and security, promote high-quality development, further expand the scale of relief-for-work investment, and give full play to the role of the relief-for-work policy. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, the following work plan is now formulated to vigorously implement relief-for-work in key projects to promote employment and income growth for the local people.

一, Scope of implementation objects

(1) Promote the implementation of work-for-relief in key government-invested projects. When planning and implementing key government-invested projects, various regions and departments must properly handle the relationship between project construction and promoting employment and income increase for local people, deeply grasp the original intention of the work-for-relief policy, and ensure project quality, safety and compliance with progress requirements.Under the premise of demand and so on, in accordance with the principle of "use everything you can, use everything you can", combined with the needs of local people for work, fully tap the employment potential in the construction of the main project and ancillary temporary construction, construction site service guarantee, post-construction management and maintenance, etc., and on the basis of balancing the relationship between the labor contract system employment in the construction industry and the work-for-relief labor employment, as many as possibleLocal governments help local people work nearby to increase employment and income through the implementation of cash-for-work programs. Encourage non-government-invested key projects to actively adopt the cash-for-work approach to expand employment capacity.

(2) Clarify the construction areas and key engineering project scope for implementing cash-for-work programs. The transportation field mainly includes high-speed railways, normal-speed railways, intercity and urban (suburban)) Railways, urban rail transit, highways, border-to-border highways, port and shipping facilities, airports, comprehensive transportation and logistics hubs, etc. The water conservancy field mainly includes reservoir construction, the construction and supporting renovation of large and medium-sized irrigation areas, river flood control and management, etc. The energy field mainly includes electricity, oil and gas pipelines, renewable energy, etc. The agricultural and rural fields mainly include high-standard farmland, modernAgricultural industrial parks and other industrial infrastructure, improvement of rural living environment, agricultural non-point source pollution control, etc. The urban construction field mainly includes urban renewal, urban underground comprehensive pipe corridors, urban drainage and waterlogging prevention, urban gas pipelines and other aging renovations, affordable housing, counties to make up for their shortcomings, strengths and weaknesses, industrial park supporting infrastructure, urban sewage and garbage treatment facilities, educationPublic service projects for education, health, culture, sports and tourism, etc. The ecological environment field mainly includes afforestation and greening, desertified land management, degraded grassland management, comprehensive management of soil erosion and rocky desertification, river, lake and wetland protection and restoration, precise improvement of forest quality, water ecological restoration, etc. The post-disaster recovery and reconstruction field mainly includes infrastructure restoration and reinforcement, restoration of production conditions, and living environmentRestoration, etc. The development and reform departments should work with relevant departments to conduct in-depth research and formulate a directory of construction tasks and employment links that can implement relief-for-work projects in key projects in various fields.

2. Key tasks

(3) Form an annual list of key relief-for-work projects. All regions and departments must focus on the key engineering projects that start construction in 2022 and focus on the construction tasks and employment links that are suitable for manual work and labor-intensive.

(4) Taking counties as the main groupOrganize and mobilize local people to participate. The owner units and construction units of key engineering projects must clarify the job positions, quantity, time and labor skill requirements that can be provided in the county where the project is located based on the labor demand for the work-for-work construction tasks and the labor link, and inform the relevant county-level people's government of the employment plan. The county-level people's government where the project is located must work with the owner unit to implementWork units should establish a labor communication and coordination mechanism, carry out timely policy propaganda and labor force status surveys, organize and mobilize local rural labor force, urban low-income population and groups with employment difficulties to participate in work, give priority to absorbing returning migrant workers, people who have been lifted out of poverty, and prevent return to poverty monitoring objects. Cultivate and strengthen labor service companies, labor cooperatives, village collective economic organizations, etc., and improve localThe degree of organization of mass labor services. (5) Accurately train migrant workers. The county-level people's government where the project is located should coordinate all types of qualified training funds and resources, and make full use of project implementationFor construction sites, machinery and equipment, etc., we adopt "training + on-the-job" and other methods to jointly carry out labor skills training and safety production training with construction units. Explore entrusting secondary vocational and technical schools and technical colleges to carry out training to improve the local people's small and medium-sized machinery and equipment operating skills and safety production knowledge. Rely on the implementation of special investment in "relief for work"We must carry out targeted labor skills training and safety production training for key engineering projects, and cultivate skilled labor for key engineering projects in advance.

(6) Pay labor remuneration in full and in a timely manner. Relevant local people's governments should urge project construction units to expand work-for-relief jobs as much as possible, reasonably determine work-for-relief labor remuneration standards, and increase labor remuneration as much as possible.The scale of remuneration payment. The construction unit must establish a unified and standardized labor roster and labor remuneration payment ledger. After the workers sign and confirm, in principle, the labor remuneration will be paid to the individual through a bank card, and the labor remuneration payment ledger will be submitted to the relevant county-level department for filing. Resolutely put an end to arrears, deductions, fraud, etc. in the process of labor remuneration payment.

3. Strictly standardize management

(7) The preliminary work of the project clearly clarifies the requirements for work-for-relief. In the feasibility study report or fund application report of key engineering projects, the construction tasks and employment links that can implement the work-for-relief must be reflected in an appropriate form, and the social benefit evaluation part should fully reflect the increase in employment and income of the local people and the improvement of skills.Wait for the expected results. The preliminary design report or construction drawing design document must clearly define the specific construction tasks and employment links for the implementation of the relief-for-work program, as well as the jobs that can be provided to the local area. Relevant departments must put forward relevant requirements for the project to absorb local people for employment in the approval documents.

(8) The project construction links should tighten the responsibilities of all parties. Key project projectsThe project owner must clarify the requirements for work-for-relief employment and labor remuneration payment during the design and bidding process, and agree on relevant responsibilities and obligations with the construction unit in the engineering service contract. The construction unit is responsible for the daily management of the work-for-relief workers at the construction site, pays labor remuneration in full and in a timely manner, and protects the legitimate rights and interests of the workers. The supervision unit must ensure that the work-for-relief workers are employed at the construction site.The organization and management of workers at the construction site and the payment of labor remuneration are important contents of project supervision.

(9) Strengthen the supervision of the whole chain and all areas before, during and after the event. Development and reform departments at all levels should cooperate with relevant departments, project owners, etc., to organize around local migrant workers, pay labor remuneration, labor skills training and safety production training, etc.Strengthen supervision and inspection of the implementation of cash-for-work projects in key projects, and promptly urge rectification when problems are discovered. After the project is completed, the project completion acceptance unit must work with relevant departments, owner units, construction units and the county-level people's government where the project is located to evaluate the implementation of cash-for-work, and use the evaluation results as an important reference for project completion acceptance and auditing final accounts.

Four. Organizational guarantee measures

(10) Form a synergy of work. Adhere to central coordination, coordination between provinces and ministries, and implementation by cities and counties. The National Development and Reform Commission must work with relevant departments to improve the coordination mechanism and coordinate the implementation of key engineering projects with work-for-relief. (11) Increase investment. Expand the investment scale of relief-for-work, implement a number of relief-for-work investment projects within the central budget in the construction of supporting facilities for key projects, and increase the proportion of labor remuneration in central funds from more than 15% originally stipulated to more than 30%, and increase it as much as possible. Use the central fiscal linkage to promote rural revitalization subsidy funds (relief-for-work task direction)Support the construction of qualified small-scale public welfare infrastructure in rural areas. Local people's governments at all levels should actively arrange special funds for relief-for-work according to their own financial resources, and coordinate financial funds in relevant fields to increase investment in relief-for-work. Encourage various financial institutions to increase financing support for the implementation of relief-for-work projects in accordance with laws and regulations. Guide private enterprises, social organizations and other social forces to adoptUse the work-for-relief method to organize and implement public welfare projects.

(12) Do a good job in summarizing and evaluating. All regions and departments must strengthen the publicity and interpretation of the work-for-relief policy for key engineering projects, and timely summarize and promote typical experiences and practices. The National Development and Reform Commission should work with relevant departments to establish and improve relevant work standard processes, and regularly schedule the implementation of key engineering projects.The progress of the work-for-relief work should be included in the comprehensive evaluation scope of the existing work-for-relief work. Relevant departments should include the effectiveness of the work-for-relief work of key engineering projects in this field into the existing relevant assessment and evaluation scope. Supervision and incentives will be given to places where the work is proactive and the results are obvious, and preferential support will be provided through various methods such as arranging special investments for work-for-relief.
