Work plan on vigorously implementing work-for-relief in key engineering projects to promote local people’s employment and income increase

They are an important step in the implementation of relief for work.Vigorously implementing work-for-relief in key engineering projects is not only an important measure to promote effective investment, stabilize employment and people's livelihood, stimulate consumption in counties, and stabilize the economic market, but also an effective means to promote the people to share the fruits of reform and development and improve the quality of workers. We must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, be complete, accurate, and comprehensiveComprehensively implement the new development concept, coordinate development and security, promote high-quality development, further expand the scale of relief-for-work investment, and give full play to the role of the relief-for-work policy. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, the following work plan is now formulated to vigorously implement relief-for-work in key projects to promote employment and income growth for the local people.

一, Scope of implementation objects

(1) Promote the implementation of work-for-relief in key government-invested projects. 2. Key tasks

(3) Form an annual list of key relief-for-work projects. (4) Taking counties as the main groupOrganize and mobilize local people to participate. The owner units and construction units of key engineering projects must clarify the job positions, quantity, time and labor skill requirements that can be provided in the county where the project is located based on the labor demand for the work-for-work construction tasks and the labor link, and inform the relevant county-level people's government of the employment plan. (5) Accurately train migrant workers. (6) Pay labor remuneration in full and in a timely manner. Relevant local people's governments should urge project construction units to expand work-for-relief jobs as much as possible, reasonably determine work-for-relief labor remuneration standards, and increase labor remuneration as much as possible.The scale of remuneration payment. The construction unit must establish a unified and standardized labor roster and labor remuneration payment ledger. After the workers sign and confirm, in principle, the labor remuneration will be paid to the individual through a bank card, and the labor remuneration payment ledger will be submitted to the relevant county-level department for filing. 3. Strictly standardize management

(7) The preliminary work of the project clearly clarifies the requirements for work-for-relief. In the feasibility study report or fund application report of key engineering projects, the construction tasks and employment links that can implement the work-for-relief must be reflected in an appropriate form, and the social benefit evaluation part should fully reflect the increase in employment and income of the local people and the improvement of skills.Wait for the expected results. The supervision unit must ensure that the work-for-relief workers are employed at the construction site.The organization and management of workers at the construction site and the payment of labor remuneration are important contents of project supervision.

(9) Strengthen the supervision of the whole chain and all areas before, during and after the event. Development and reform departments at all levels should cooperate with relevant departments, project owners, etc., to organize around local migrant workers, pay labor remuneration, labor skills training and safety production training, etc.Strengthen supervision and inspection of the implementation of cash-for-work projects in key projects, and promptly urge rectification when problems are discovered. After the project is completed, the project completion acceptance unit must work with relevant departments, owner units, construction units and the county-level people's government where the project is located to evaluate the implementation of cash-for-work, and use the evaluation results as an important reference for project completion acceptance and auditing final accounts.

Four. Organizational guarantee measures

Use the central fiscal linkage to promote rural revitalization subsidy funds (relief-for-work task direction)Support the construction of qualified small-scale public welfare infrastructure in rural areas. Local people's governments at all levels should actively arrange special funds for relief-for-work according to their own financial resources, and coordinate financial funds in relevant fields to increase investment in relief-for-work. Encourage various financial institutions to increase financing support for the implementation of relief-for-work projects in accordance with laws and regulations. Guide private enterprises, social organizations and other social forces to adoptUse the work-for-relief method to organize and implement public welfare projects.

(12) Do a good job in summarizing and evaluating. All regions and departments must strengthen the publicity and interpretation of the work-for-relief policy for key engineering projects, and timely summarize and promote typical experiences and practices. The National Development and Reform Commission should work with relevant departments to establish and improve relevant work standard processes, and regularly schedule the implementation of key engineering projects.The progress of the work-for-relief work should be included in the comprehensive evaluation scope of the existing work-for-relief work.
