The finance departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, the Finance Bureau of the Xinjiang Production and Construction Corps, the Financial Management Office of the Central Administration Bureau, the Financial Management Department of the State Administration of Finance, the Finance Bureau of the Logistics Support Department of the Central Military Commission, all universities directly under the Ministry of Education, all hospitals under the budget management of the National Health Commission, and the NationalBureau of Traditional Chinese Medicine budget management of various hospitals, Beijing, Xiamen National Accounting Institute:

In order to deeply implement the strategy of strengthening the country with talents in the new era and fully implement General Secretary Xi Jinping’s important thoughts on doing a good job in talent work in the new era, according to the "Accounting Industry Talent Development Plan (2021-2025)" (Accounting [Accounting]In accordance with the relevant requirements of the Ministry of Finance's High-level Accounting Talent Quality Improvement Project Implementation Plan (Finance [2022] No. 3), the Ministry of Finance organized the selection and training of the 2022 Ministry of Finance's High-level Accounting Talent Quality Improvement Project (Young and Middle-aged Talent Training-Administrative Career Class), and planned to recruit 1 class of approximately60 people. Relevant matters are now notified as follows:

1. Basic conditions for registration

(1) Have the nationality of the People’s Republic of China, love the motherland, abide by disciplines and laws, be honest and trustworthy.

(2) Adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.Guide, deeply understand the decisive significance of the "two establishments", strengthen the "four consciousnesses", strengthen the "four self-confidences", achieve "two maintenances", complete, accurate and comprehensively implement the newDevelopment concepts, build a new development pattern, and promote high-quality development.

(3) Serve as the person in charge of the accounting department and the relevant person in charge of the accounting department in the central ministries and commissions, provincial people's governments, the Central Military Commission headquarters and its directly affiliated administrative institutions, or large scientific research institutes, universities, and hospitals.

(4) Have a bachelor's degree or above in economics and management.

(5) Have a high level of policy theory and rich practical work experience, and have been engaged in financial accounting work for more than 5 years.

(6) Age is generally not more than 45 years old (age calculation cut-offBy May 31, 2022), be in good health and have sufficient time and energy to participate in study.

(7) Obtain the consent and support of the unit where you work.

Those who have participated in the Ministry of Finance’s national high-end accounting talent training project will no longer participate in the selection and training.

Those who have received administrative or criminal penalties due to illegal accounting work or disciplinary violations in the past five years, or who have caused adverse consequences or adverse effects to their unit due to direct fault, are not allowed to participate in the selection. In the past five years, my unit has seriously violated accounting laws and relevant financial laws and regulations, and is directly related to my work or scope of authority.Those who are not related to the relevant departments are not allowed to participate in the selection.

2. Registration and selection procedures

The registration and selection work is organized uniformly by the Accounting Department of the Ministry of Finance, the Finance Departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, the Finance Bureau of Xinjiang Production and Construction Corps (hereinafter collectively referred to as provincial finance departments), and the Finance Bureau of the Central Government.The Financial Management Office, the Financial Management Department of the State Administration of China, the Finance Bureau of the Logistics Support Department of the Central Military Commission (hereinafter collectively referred to as the relevant central authorities), the Finance Department of the Ministry of Education, the Finance Department of the National Health Commission, and the Planning and Finance Department of the State Administration of Traditional Chinese Medicine assist in publicity, registration, review and examination organization. The specific procedures are as follows:

(1) Registration and qualification review.

1. Registration. Applicants fill in the <2022 Ministry of Finance High-Level Accounting Talent Quality Improvement Project (Young and Middle-aged Talent Training-Administrative Career Class) Application Form> (Attachment 1) as required, and with the approval of the applicant’s unit, together with the information filled in the application formCopies of relevant certification materials for the listed matters should be submitted to the local provincial finance department. Applicants from units managed by the Central Administration Bureau should report to the Financial Management Office of the Central Administration Bureau. Applicants from central units in Beijing managed by the State Administration (excluding applicants who apply through the Ministry of Education, National Health Commission, and State Administration of Traditional Chinese Medicine) should report to the Financial Management Office of the State Administration.Department, applicants from units affiliated to the Central Military Commission should report to the Finance Bureau of the Logistics Support Department of the Central Military Commission. Applicants from universities managed by the Ministry of Education (including hospitals affiliated with universities) should report to the Finance Department of the Ministry of Education. Applicants from hospitals managed by the budget of the National Health Commission should report to the Finance Department of the National Health Commission. (2) Selection examination.

1. Written examination. Applicants will participate in a unified written examination after passing the qualification review. The examination scope includes government accounting standards and systems, and internal control of administrative institutions., financial management, etc., the examination adopts a closed-book computerized examination method, that is, the questions are answered on a computer. The examination time is 8:30-12:00 am on September 18, 2022 (Sunday). The examination location will be notified to the candidates in advance by the provincial financial departments and relevant central authorities.

2. InterviewAfter the written examination, relevant experts will be organized to review the application materials and test papers, and the interview list will be determined based on the application materials review results and written examination results. The interview list will be published on the Ministry of Finance website, and the candidates will be notified in writing. The interview will be a structured interview, initially scheduled for late September 2022, with specific time and location.Click for further notice.

(3) Determine the list of candidates. After the interview, based on the total scores of the application materials review, written test, and interview, the candidates will be determined in accordance with the principle of merit-based recruitment. Opinions of the employer will be solicited through letters, and the list of candidates will be announced to the public, and the final candidates will be determined accordingly.List.

3. Training time and place

The 2022 Ministry of Finance high-level accounting talent training project (Young and Middle-aged Talent Training-Administrative Career Class) training cycle is 3 years, and the training location is Xiamen National Accounting Institute. The specific start time and relevant requirements are determined by the Xiamen National Accounting InstituteThe School of Accountancy notifies students.

Four. Training methods

Mainly adopts a training method that combines classroom training, field research, and on-the-job self-study. By establishing a platform for learning, research, practice, and communication, it helps students improve their abilities and qualities related to fulfilling the responsibilities of financial leaders.

(1) Centralized training. There are 20 days of centralized training every year, mainly in the form of classroom teaching, special lectures, special seminars, case discussions, etc.

(2) Practical study. Trainees are organized in a planned and targeted manner to go to relevant units for on-the-spot inspections, research, and learning of advanced management experience and organizational studies.Members write research reports.

(3) On-the-job self-study. Through training and comprehensive inspections, determine the direction of trainees’ on-the-job learning and specific tasks for participating in scientific research and practice. At the end of the centralized training, self-study books, project projects and online tutoring services will be provided to guide trainees to integrate theory with practice and deepen the training content.

(4) Build a platform. By providing online teaching, inviting students to participate in forums, discussions, etc., build a platform for learning, research, practice, and communication, and guide students to continue on-the-job learning after the centralized training.

V. Student management

(1) FileCase management. Establish student files, and systematically record the students' learning, scientific research, etc. during the training period.

(2) Assessment management. Establish an assessment system and conduct quantitative scoring assessment based on the students' centralized training, practical study, and on-the-job self-study.

(3) Graduation management. Student learningAt the end of the internship period, those who have completed all the courses specified in the teaching plan and passed the assessment will be graduated. Students will be issued a diploma when they graduate. Those who obtain the certificate will be given priority to be hired as accounting reform and policy formulation consulting experts of the Ministry of Finance, and can give priority to apply for Ministry of Finance projects, and participate in the review of senior accountants or full senior accountants. Priority will be given.

During the training period or after the training, you are subject to administrative or criminal penalties due to illegal accounting or disciplinary violations, or have adverse consequences or adverse effects on your unit due to direct negligence, or your unit has serious violations of accounting laws and relevant financial laws and regulations that are inconsistent with your work or scope of authority.Those who are directly related, or who seriously violate management regulations during the training period, will be eliminated or removed.

6. Funding guarantee

The selection, training, management and other expenses of the 2022 Ministry of Finance’s high-level accounting talent quality improvement project (young and middle-aged talent training-administrative career class)The accommodation and round-trip transportation expenses of the trainees are borne by the Ministry of Finance. The trainees’ accommodation expenses and round-trip transportation expenses are borne by the trainees’ units. The trainees are responsible for their own food expenses, and their units can provide subsidies according to standards.
