The finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, the Finance Bureau of Xinjiang Production and Construction Corps, the Financial Management Office of the Central Administration Bureau, the Financial Management Department of the State Administration of Finance, and the Finance Bureau of the Logistics Support Department of the Central Military Commission:

To establish the meetingTo serve as advanced models in the accounting industry and to gather the industry’s progressive forces, in accordance with relevant national regulations, the Ministry of Finance has decided to organize the 2022 National Advanced Accounting Workers Selection and Commendation Event. The relevant matters are hereby notified as follows:

1. Guiding ideology

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and all 19th Plenary Sessions, fully implement General Secretary Xi Jinping’s important thoughts on doing a good job in talent work in the new era, and select and commend a group of people who are loyal to their duties., adhere to principles, outstanding accountants who have made outstanding achievements and significant contributions in the construction of the socialist market economy, set a model for accountants in the new era, shape a good image of the accounting industry, encourage accountants to advocate integrity, be diligent and dedicated, make new and greater contributions to the comprehensive construction of a modern socialist country, and welcome the successful convening of the 20th National Congress of the Communist Party of China with practical actions.

2. Recommendation scope and recommendation quotas

(1) Recommendation scope.

In state agencies, those engaged in accounting work in social groups, enterprises, institutions, the People's Liberation Army and the Armed Police Force, other economic organizations, Chinese certified public accountants, accounting research and education workers, and those engaged in accounting affairs management (including staff from the local supervision bureaus of the Ministry of Finance and the Institute of Certified Public Accountants).

Personnel at the deputy department (bureau) level and above in local financial departments and relevant central authorities, those who have previously won the honorary title of "National Advanced Accountant",Do not participate in this recommendation.

(2) Recommendation quota.

This organization recommends 100 advanced accounting workers across the country and implements equal recommendation.

3. Recommendation conditions

Recommended candidates must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply understand the decisive significance of the "two establishments", strengthen the "four consciousnesses", and firmly "o;Four Confidences", achieve "Two Maintenances", complete, accurate, and comprehensively implement the new development concept, build a new development pattern, and promote high-quality development; we must strictly implement accounting laws and regulations, insist on managing finances in accordance with the law,Model abide by accounting professional ethics, be loyal to duties, adhere to principles, be honest and trustworthy, incorruptible and self-disciplined, dedicated to work, diligent and conscientious, and meet one of the following conditions:

(1) Actively participate in the prediction, decision-making, control and analysis of major economic events of the unitand other work, making significant contributions to formulating development strategies, strengthening economic management, improving internal controls, and improving economic efficiency;

(2) Innovating and making breakthroughs in strengthening financial accounting, management accounting and internal control system construction, achieving significant results or promoting application at the provincial level and above;

(3) Working on the front line of accounting positions or working in difficult and remote areas for a long time, conscientiously implementing accounting laws, regulations and standards, effectively improving the quality of accounting information, and fullyOutstanding performance in fully fulfilling the role of accounting functions;

(4) Outstanding performance in protecting state and public property, protecting investors, creditors, and the legitimate interests of the public, maintaining the socialist market economic order and national financial disciplines, etc.;

(5) Those who have made outstanding achievements in accounting theory research, teaching and educating people, achieved significant scientific research results, and made outstanding contributions to the construction of my country's accounting theory and method system and the development of accounting education;

(6) In-processBe honest and trustworthy, objective and fair, diligent and conscientious in handling the business of certified public accountants, strive to maintain the image and reputation of the industry, and make significant achievements in the reform and development of the industry;

(7) Be willing to contribute, be brave in innovation, and contribute to the improvement of accounting management work;Those who have made significant contributions to improving the overall quality of our country's accounting personnel, improving the knowledge and ability structure of our country's accounting personnel, and promoting the development of our country's accounting industry;

(8) In addition to the above conditions, making significant contributions to accounting work.

Persons who have violated laws or disciplines due to illegal professional activities or have received administrative or criminal penalties, or who have caused adverse consequences and adverse effects to the unit due to direct negligence are not allowed to be recommended. My unit has serious violations of accounting laws and relevant financial laws and regulations in the past three years., and those that are directly related to the person’s professional activities or scope of authority are not allowed to be recommended.

IV. Recommendation procedure

Adhere to the principles of openness, fairness and impartiality, and strictly follow the bottom-up, step-by-step recommendation method..

(1) Determine the recommended quota of candidates for each provincial finance department and relevant central competent units. The Ministry of Finance shall comprehensively consider factors such as the number of accounting personnel in each region and department to allocate candidate quotas (see attachment 1).

(2) Recommend candidates for each provincial financial department and relevant central competent units. After receiving this notice, all provincial financial departments and relevant central competent units shall adopt appropriate methods to recommend candidates for advanced accounting workers in their respective regions and departments. Recommendation processAmong them, we must fully consider the characteristics and distribution of accounting workers in the region and department, pay attention to grasping the structure of candidates, and properly handle the relationship between advancement and representativeness. Candidates for national advanced accounting workers to be recommended by provincial financial departments and relevant central competent authorities should seek the opinions of relevant departments that exercise supervisory responsibilities over the candidates' units, such as disciplinary inspection and supervision, finance and taxation, state-owned assets management, securities supervision and management, etc.; for CPA candidates, the opinions of the CPA associations at the same level should also be sought. Provincial finance ministriesDepartments, all relevant central competent authorities shall publicize the candidates for formal recommendation in an appropriate form within their respective regions and departments for 5 working days. The publicity shall include the names of the candidates, their units and brief deeds. Before the public announcement, the names and units of the candidates to be recommended shall be reported to the Ministry of Finance.Reporting.

(3) Submit candidate materials. Provincial financial departments and relevant central competent authorities should organize the filling in of the "National Advanced Accounting Worker Candidate Recommendation Form" (see Attachment 2) and organize the candidates who have no objections after review and announcement.Advanced deeds materials, and submit the "National Advanced Accounting Worker Candidate Recommendation Form" and advanced deeds materials to the Ministry of Finance before August 15, 2022.

Advanced deeds materials must be true, accurate, detailed, and reflect the consistent work since the beginning.Performance and key deeds should be limited to 3,500 words. All materials should be submitted in both paper and electronic versions. Paper materials should be printed on A4 paper in duplicate. Electronic materials can be submitted on CD or emailed to renyuanchu@mof.gov.cn.

5. Organization and implementation

All provincial financial departments and relevant central competent authorities should organize the recommendation activities of their own regions and departments according to this notice, and submit relevant materials to the financial department in a timely manner.Ministry of Finance. The Ministry of Finance will further review the candidate materials, publicize the qualified candidates, and confirm the list after publicizing no objections.

If the Ministry of Finance has objections to the candidates and related materials during the review of candidate materials and publicity process,The recommending region or department should conduct a serious investigation and provide handling opinions as soon as possible. If feedback is not provided in a timely manner, the person's qualifications for selection will be disqualified, and the region or department's qualifications for continuing to recommend candidates this time will be cancelled.

As for forged identities, mattersIf the recommendation is based on inaccurate materials or does not strictly follow the recommendation conditions and prescribed procedures, the selection qualification of the person will be revoked after verification, and the region or department will be disqualified from continuing to recommend candidates this time.
