According to the State Administration of Taxation, Qingdao Municipal Taxation Bureau, Qingdao Municipal Human Resources and Social Security Bureau, Qingdao Municipal Medical Security Bureau has unified deployment arrangements. In order to further optimize the functions of the social insurance premium collection and management system for urban and rural residents and facilitate urban and rural resident payers to handle social insurance premium payment business, the Qingdao Municipal Taxation Bureau’s Golden Tax Phase III social insurance premium collection and management system will be shut down for upgrade. At that time, the relevant information system will suspend external services.The relevant specific matters are now announced as follows:

1. Suspension time and business scope

1. From 12:00 on July 14, 2022 to 6:00 on July 19, the windows of human resources and social security agencies and medical insurance agencies at all levels in the city (including the window of the comprehensive service hall in the government)and online processing and other channels have completely suspended the processing of urban and rural residents’ pension insurance, urban and rural residents’ medical insurance registration, and payment assessment services.

2. From 12:00 on July 14, 2022 to 6:00 on July 19, all districts and municipal taxation bureau tax service offices, and government comprehensive servicesThe tax and social insurance premium business window in the lobby, the electronic tax bureau social insurance premium system, the mobile tax and tax APP social insurance premium module, the Qingdao tax WeChat public account, WeChat, Alipay, UnionPay Cloud Quick Pass, the counters of all handling banks for urban and rural residents’ social security business (including the online processing channels of all handling banks) and other social security payment business processing channels, allAll social insurance premium payment services for natural person payers will be temporarily suspended.

3. From 00:00 on July 16, 2022 to 6:00 on July 19, the windows of medical insurance agencies at all levels in the city (including the window of the comprehensive service hall in the government) and online processing channels will be suspended for unit personnel.Employees' back collection, unit receivable assessment business.

4. From 00:00 on July 16, 2022 to 6:00 on July 19, all districts and municipal taxation bureau tax service halls, tax and social insurance premium business windows in the government comprehensive service hall, electronic tax bureau social insurance premium system, mobile tax tax APPThe social security fee module accepts social security fee business processing channels such as all handling bank counters (including online processing channels of all handling banks) for unit social insurance payment business, and has completely suspended all social insurance premium payment services for unit payers.

2. Business system recovery time

The above suspended business and information systems will be resumed from 6:00 on July 19, 2022.

3. Related matters after system upgrade

After the payer registers for urban and rural residents’ social insurance premiums with the human resources and social security departments, the medical insurance department can submit the payment through the tax authorities.Select and pay through various channels provided:

1. Self-service payment method: You can use Qingdao Electronic Taxation Bureau social security fee system, Qingdao Taxation WeChat official account, mobile taxation APP ("Personal Taxation"), WeChat ("Urban Service")Complete file selection and payment through various channels such as Alipay ("Citizen Center"), self-service tax payment terminal and social insurance premium module;

2. Bank inquiry payment (online banking, mobile banking), bank deduction (resident pension deduction) method: You need to sign a withholding agreement at the bank and select the payment level, ensure that the account balance is sufficient, and wait for deduction;

The banks that currently handle the payment of social insurance premiums for urban and rural residents are: Bank of Qingdao, Bank of Communications, Qingdao Rural Commercial Bank, Agricultural Bank of China, China Merchants Bank, Industrial and Commercial Bank of China, China Construction Bank, ChinaBanks and Postal Savings Bank of China. All branches of the above banks can apply. Among them: Bank of Communications and Industrial and Commercial Bank of China have opened online and mobile banking services at the same time; China Merchants Bank, Bank of China, Agricultural Bank of China, and Qingdao Bank have opened mobile banking services;

3. Service hall payment methods:All districts and municipal tax service offices, the tax window of the social security hall, and the tax window of the government comprehensive service hall can select and pay social insurance premiums.
