In order to do a good jobOur city’s phased deferral of social insurance premiums is implemented in accordance with the Notice of the Ministry of Human Resources and Social Security, the National Development and Reform Commission, the Ministry of Finance, and the State Administration of Taxation on issues such as the expansion of the implementation scope of the phased deferral of social insurance premiums policy (issued by the Ministry of Human Resources and Social Security [2022〕No. 31), (Lu Renshefa [2022] No. 15) and "Notice of the Shandong Provincial Department of Human Resources and Social Security on the Announcement of the List of Policies to Aid Enterprises and Stabilize Employment" require that in order to do a good job in the city's phased postponement of social insurance premiumswork, with the consent of the municipal government, the relevant matters are hereby notified as follows.

1. Expand the implementation scope of the deferred payment policy

(1) Expand the implementation scope of the industry. Agricultural and sideline food processing industry, textile industry, textile and garment industryEnterprises in difficulty belonging to 17 industries including the apparel industry, paper and paper products industry, printing and recording media reproduction industry, pharmaceutical manufacturing, chemical fiber manufacturing, rubber and plastic products industry, general equipment manufacturing, automobile manufacturing, railway, ship, aerospace and other transportation equipment manufacturing, instrument manufacturing, social work, radio, television, film and sound recording production industry, culture and art industry, sports, entertainment industry, can apply for deferral of basic pension insurance premiums for enterprise employees, unemployment insurance premiums, and work-related injury insurance premiums.(hereinafter referred to as the "three social insurance premiums") unit payment part. Individual industrial and commercial households with employees and other units in the above-mentioned industries who participate in social insurance in the form of units shall follow the implementation.

(2) Implement a deferment of payment for small, medium and micro enterprises that are greatly affected by the epidemic and have difficulties in production and operation. Affected by the epidemicAll small, medium and micro enterprises that have temporary difficulties in production and operation in areas severely affected by the epidemic, as well as individual industrial and commercial households insured on a unit basis, can apply for deferment of the unit payment part of the three social insurance premiums. Public institutions and social groups, foundations, social service agencies, law firms, accounting firms and other social organizations participating in the basic pension insurance for enterprise employees can participate.

Second, extend the implementation period of the deferred payment policy

(1) The deferred payment period for enterprises in difficulty (including small, medium and micro enterprises, and individual industrial and commercial households insured as units) in the expanded 17 industries will be until the end of 2022, and the deferred payment period for work-related injury and unemployment insurance premiums shall not exceedAfter 1 year.

(2) For other small, medium and micro enterprises that have temporary difficulties in production and operation in areas seriously affected by the epidemic, and for individual industrial and commercial households insured on a unit basis, the three social insurance premiums will be postponed for no longer than the end of 2022.

(3) Catering, retail, tourism, civil aviation, highways, waterways and railwaysFor the original five extremely difficult industries such as transportation, the period for deferred payment of pension insurance premiums has been extended to the end of 2022.

3. Identification of enterprises in difficulty and areas severely affected by the epidemic

(1) Enterprises in difficulty applying for deferral of payment should meet the following conditions at the same time:

1. Participate in society in accordance with the lawInsurance and fulfill payment obligations in accordance with regulations, and pay three social insurance premiums in full before April 30, 2022.

2. In 2022, there will be a loss for more than one month or the suspension of work and production for more than one month.

(2) Areas seriously affected by the epidemic, referring to January 1 to December 2022During the 31 days, there have been more than one medium- and high-risk epidemic area or districts and counties that have implemented static management for more than 7 days due to epidemic prevention and control (including high-tech zones, economic development zones, and Wenchang Lake provincial tourist resorts, the same below). The list of severely affected areas determined by each district and county and reported to the Provincial Department of Human Resources and Social Security for filing shall prevail.

4. Process for deferred payment

(1) Units in difficulty that meet the conditions for deferred payment can apply for deferred payment of three social insurance premiums through the social insurance online service system of the insured place or at the social insurance agency service hall of the insured place according to their own business conditions, and submit the for the month of loss (if it cannot be provided, you can submitThe letter of commitment (see Attachment 1 for the sample form), application form for deferred payment of three social insurance premiums (see Attachment 2 for the sample form) and other materials will be reviewed by the social security agency within 3 working days.

(2) Newly insured enterprises that meet the conditions can apply for deferral of payment starting from the month of joining the insurance.

(3) Those who are initially determined not to meet the conditions for deferral of payment.Enterprises that meet the conditions for deferred payment after changing industry types or enterprise classifications can apply for deferred payment starting from the month of the change.

5. Strengthen the role of unemployment insurance in expanding jobs

Enterprises that recruit college graduates who have graduated from college, sign labor contracts and participate in unemployment insurance will be paid at the standard of 1500 yuan per person.A one-time job expansion subsidy will be released, and the required funds will be disbursed from the unemployment insurance fund. It will not be duplicated with the one-time employment subsidy. The implementation period will be until the end of 2022.

6. Work requirements

(1) Improve political standing, attach great importance to the postponement of payment expansion, and effectively implement it.Districts and counties should improve the work mechanism for deferred payment review and effectively prevent risks. Strengthen post-event supervision and inspection. For enterprises that have made commitments but are found to be unqualified, they should promptly recover deferred social security fees and impose late payment fees as required. Strengthen the monitoring of the income and expenditure of social insurance funds, ensure fund protection, and ensure that all social insurance benefits are paid on time and in full.

(2) Enterprises that apply for deferred payment of social insurance premiums must fulfill their obligation to withhold and remit employee personal contributions in accordance with the law, and declare and pay in full and on time. The personal rights and interests of employees must not be affected by deferred payment of social insurance premiums. During the deferred payment period, if employees apply for retirement benefits, make one-time withdrawals from personal accounts, or apply for the transfer of pension insurance relationships, the enterprise shallThe enterprise should make up for the deferred social insurance premiums. If the deferred payment enterprise is cancelled, it should make up the deferred payment before cancellation. The deferred enterprise should make up the three deferred social insurance premiums within one month after the expiration of the deferred payment period. If it fails to pay overdue, a late payment fee will be imposed from the month after the expiration of the deferred payment period. During the deferred payment period, the enterprise can pay in advance according to actual needs.Pay deferred fees.

(3) Optimize the handling process, unblock processing channels, and improve work quality and efficiency. Vigorously promote online services and other face-to-face service methods to effectively reduce the transaction burden of insured companies. Strengthen inter-department collaboration, improve information communication and coordination mechanisms, and ensure timely implementation of policies.

This notice will be implemented from the date of issuance of Lu Renshefa [2022] No. 15 document (June 10, 2022).
