In order to ensure the smooth progress of various reform tasks after the transfer of social insurance premium collection responsibilities, it will be effective on March 1, 2022From 18:00 to 9:00 on March 7, 2022, Xianyang City, Weinan City, Yan'an City, Hanzhong City, Yulin City, Shangluo City, Yangling Demonstration Zone and Hancheng City were shut down and switched for the second batch of employee basic medical insurance participation and payment business systems. After the switch, the online declaration and payment channel for the above-mentioned municipal employee basic medical insurance was adjusted to a social security fee management client, and the corresponding functions of the Shaanxi Provincial Electronic Taxation Bureau were stopped.At the same time, the provincial-level work-related injury insurance business will be switched from the existing provincial-level medical insurance information system to the provincial-level work-related injury insurance information system of the human resources and social security department. The relevant matters are now announced as follows:

1. Scope and time of suspension of business operations

(1) Scope and time of suspension of business operations by the medical insurance department

Since March 1, 2022From 18:00 to 9:00 on March 2, 2022, the business related to employee basic medical insurance participation and payment in the province (except Xi'an City and Xixian New District) will be suspended.

(2) The scope and time of suspension of business by the Human Resources and Social Security Department

Since March 1, 2022From 18:00 to 9:00 on March 7, 2022, all provincial-level work-related injury insurance business will be suspended.

(3) The tax department’s business scope and time of suspension

1. From 18:00 on March 1, 2022 to March 7, 2022At 9:00, the province’s flexible employment pension insurance and urban and rural residents’ medical insurance declaration and payment services through various channels will be suspended.

2. From 9:00 on March 2, 2022 to 9:00 on March 7, 2022,The declaration and payment business through various channels of the province's basic pension insurance for enterprise employees, pension insurance for government agencies and institutions, unemployment insurance, and work-related injury insurance are suspended.

3. Starting from 9:00 on March 2, 2022, the declaration and payment business through all channels for the province's basic medical insurance for employees will be suspended.

Second, resume the processing businessScope and time of services

(1) Business scope and time for the medical insurance department to resume operations

Starting from 9:00 on March 2, 2022, the province (except Xi'an City and Xixian New District) will resume services related to employee basic medical insurance participation and payment.

(2) Human Resources and Social Security Department resumesBusiness scope and time

From 9:00 on March 7, 2022, all provincial-level work-related injury insurance business will be resumed.

(3) The tax department will resume business scope and time

From 9:00 on March 7, 2022, basic insurance for enterprise employees in the province will be resumed.Declaration and payment business for various channels of old-age insurance, pension insurance for government agencies and institutions, unemployment insurance, work-related injury insurance, pension insurance for flexible employment personnel in the province, and medical insurance for urban and rural residents.

2. From 9:00 on March 7, 2022, the declaration and payment business for basic medical insurance for employees in the province (except Xi'an and Xixian New Area) will be resumed.It can be processed through various channels of the social insurance premium management client and the tax service department.

3. The declaration and payment of the basic medical insurance for employees in Xi'an and Xixian New District will be announced to the public separately after the medical insurance business in Xi'an is launched on the national medical security information platform.Restart collection.

Three, business processing reminder

(1) Payers in the prefectures and cities involved in this business system shutdown and switching have already processed the employee basic medical insurance collection plan, please complete the payment business before February 28, 2022. If the payment business is not completed during this period,After March 7, 2022, the collection plan needs to be re-applied to the medical insurance department.

Payers are requested to pay close attention to the Shaanxi Provincial Taxation Bureau's portal website, WeChat public account and notices and notices from various tax service offices, obtain relevant information, operational guidelines, FAQs in a timely manner, and actively participate in training and coaching for social security fee-related system upgrades and switching.
