Transportation departments (bureaus, commissions), development and reform commissions, Yangtze River Navigation Administration, Pearl River Navigation Administration, and maritime bureaus directly under the Ministry of Transport of all provinces, autonomous regions, and municipalities directly under the Central Government:
In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, promote the optimization of the port business environment, and decide to reduce and merge port charging items, reduce coastal port pilotage fees in a targeted manner, and improve the tugboat fee charging policy, the relevant matters are hereby notified as follows:
1. Reduce and merge port operation service charging items
Cancel the government pricing of port facility security fees and include them in the port operation lump sum fee as a sub-item. The charging standard of this sub-item shall not be high.Based on the original charging standards.
Second, directional reduction of pilotage (mooring and berthing) fee standards
Adjust the pilotage (mooring and berthing) fee charging structure, and reduce the fees for ships sailing international routes in the following portsThe base rates of pilotage (mooring) fees are as follows:
(1) Shenzhen Port, Meizhou Bay Port, Rizhao Port, and Jinzhou Port will reduce the base rate of pilotage (mooring) fees by 15%, that is, according to the "Port Charges and Billing Methods"85% of the rates specified in Table 5 (Benchmark Rate Table for Port Charges for Ships Navigating International Routes) No. 1(A) shall be charged; the pilotage fee shall be 41650 if the pilotage distance is 10 nautical miles or less and the leading ship exceeds 120,000 net tons.Yuan is collected.
(2) Shanghai Port, Ningbo Zhoushan Port, Dalian Port, Tangshan Port, Qingdao Port, Lianyungang, Zhanjiang Port, Fuzhou Port, Fangcheng Port, Weihai Port, Huanghua Port, Yantai Port, Xiamen Port, Quanzhou Port, reducedThe pilotage (mooring) fee base rate is 10%, which is 90% of the rate specified in Table 5 (Baseline Port Charge Rate Table for Ships Sailing International Routes) No. 1 (A) in the "Port Charges and Billing Methods"; the pilotage distance is 10 nautical miles.and within, and the pilotage fee for leading ships exceeding 120,000 net tons is calculated and charged at 44,100 yuan. Among them, Shanghai Port will reduce the pilotage (mooring) fee base rate by 5% before December 31, 2023. In January 2024,The reduction will be implemented by 10% on the 1st of March.
Three, improve the tugboat fee charging policy
For Chinese ships of 150 meters and below entering and exiting the Yangtze River trunk ports, the ship owner will decide whether to use tugboats according to the actual situation on the premise of ensuring safety.
Fourth, further standardize charging behavior
Port operators and other units must strictly implement price policies and implement port operation service collectionThe fee catalog list and publicity system shall be adjusted in a timely manner according to this notice. The names and charging standards of charge items disclosed to the outside world shall be adjusted in a timely manner according to this notice. Relevant agencies collect and pay cargo port fees and shall not increase charges. They shall not use various means to increase charging standards in disguised form and force fees. Tugboat operators shall not exceed the scope or charge beyond the standard.
Transportation (port, maritime) management departments at all levels must strengthen policy publicity and timely and accurately convey the requirements of this notice to relevant operationsPeople and entities; it is necessary to strengthen port operation market supervision, cooperate with relevant departments to investigate and deal with violations in accordance with the law, and further standardize port charging behaviors. Port tally, tugboats, oil boom services and other market operations must further introduce competition mechanisms.
This notice will be implemented from April 1, 2022. If the previously issued regulations on port operation service charges are inconsistent with this notice, this notice shall prevail.
